If you get no boot device found error, make sure the hard drive is seen in BIOS.
Ran onboard diagnostics(many manufactures have this built in feature in their motherboard.) if needed to verify the health of the drive.
If the test fails the drive needs to be replaced. If the test passes, proceed with troubleshooting steps. One of the main reasons most people wish to reinstall windows is due to startup problems and errors within the operating system.
If Windows 7 is not booting it is recommended to try the troubleshooting options before any reinstall.
Now you will want to launch the Windows 7 install from media. Make sure the media is selected as the first device to boot from or select it from boot menu if able to.
If you are installing on a new hard drive then the install will automatically begin, you may though need to access the BIOS to set up your boot
priority to include the Windows DVD-Rom or USB drive before the hard drive or just to enable their selection.

You will receive a message Press any key to boot from USB, CD or DVD depending on the type of media.
After Windows passes the initial Post screens, Windows 7 will begin to load as the hard drive is Blank, this may take sometime.
The "Install Win7 " screen will appear, Click on "Repair your Computer" to continue.
Repair menu will load...
First you need to select the correct install, click on this in the white box and then click on "Next" to continue
Now select "Startup Repair" from the "System Recovery Options" menu.
Startup repair will now search for problems that are preventing boot and make changes to fix the problem, this may cause your computer to reboot several times. This process may take some time to complete.
Once done it will ask for a restart to finish repairs.
System should reboot after without problems.
If the system does not boot sucessfully, system restore is recommended, also F8 to try safe mode before reinstalling the operating system is another option (optional).
